Special ode to Mahatma Gandhi through cleanliness drive planned

Lucknow: Under the chairmanship of Chief Secretary Manoj Kumar Singh, a meeting was held through video conferencing with all the Municipal Commissioners regarding the successful implementation of Swachhata Hi Seva, 2024 campaign in urban bodies.

In his address, the Chief Secretary said that the theme of Swachhata Hi Seva Year 2024 campaign is Swabhaav Swachhata-Sanskar Swachhata. This campaign will be run between 17 September to 02 October as in the past years. Under the campaign, the locality and the city should be made clean. It has to be ensured that solid waste does not go into the drain under any circumstances.

He said that such a model should be prepared at the body level that solid waste does not go outside the ward or locality. There should be a system of composting of organic solid waste at the ward level or locality level. Some solid waste like plastic, iron and wood can be collected at the district level and arrangements for treatment can be made. It should be absolutely clear which garbage will go outside the ward and which garbage will be disposed of in the ward itself.

He said that there should not be any such house in the urban area, whose toilet water flows directly into the drain or river. Such houses should be identified, whose toilet water is falling directly into the drain, they should be immediately issued a notice to build a safety tank with a soak pit. If there is no space for a safety tank, then they can adopt the Balram model, it can be built in very little space. This work should be on top priority. It was also said that all the municipal corporations should empanel the people who clean the septic tank and wherever there are STPs, the treatment facility should be developed at the pumping station by the Jal Nigam.

It was told in the meeting that Swachhata Hi Seva 2024 has three main components – first Swachhata Ki Bhagidari, second Sampoorna Swachhata and third Safai Mitra Suraksha Camp. Under the Swachhata Ki Bhagidari, the Chief Minister, Ministers, Public Representatives, Officers and NGOs and School Colleges will do Shramdaan at various places while cleaning towards cleanliness. Various IEC programs will be organized for the participation of youth and awareness of cleanliness.

Under the IEC program, Plogrun, Marathon, Cyclothon, Plantation, Zero Waste Event, Public Awareness Programs will be organized in the wards by the members of Swachh Vatravara Protsahan Samiti. It was also told that at present about 5000 Swachh Sarathi Clubs have been established in the state. Participation of clubs will be done through various campaigns. School premises will be made plastic free, the premises of educational institutions will be cleaned and students will be made to take a pledge of cleanliness.

Under total cleanliness, cleanliness campaign will be run on a large scale in public places, government offices, markets, educational institutions, zoos, Ganga town-ghats, water bodies, tourist places, religious, spiritual heritage sites, all toilets etc. Swachh Vatravara Protsahan Samiti has been formed in each ward, which will make selections on the basis of various components in each ward, will play a role in the survey for clean house and the best 3 houses in each ward will be awarded with a certificate and the sanitation workers doing excellent work in each ward will be honored. On the occasion of the 155th birth anniversary of Mahatma Gandhi, who gave the message of cleanliness to the nation, under the Swachhata Hi Seva Pakhwada, tribute will be paid by running a non-stop cleaning campaign through theme-based IEC activities on a daily basis for 155 hours in all urban bodies.

Under the Swachhata Targeted Unit, all such places in the bodies where cleaning is not done regularly will be marked as black spots on the portal and cleaned through various self-help groups and other stakeholders under the fortnight. Under the Safai Mitra Suraksha Camp, sanitation workers will be given health checkup and health insurance and will be made aware about the government schemes available for them.

Secretary Urban Development Ajay Kumar Shukla, Additional Director Local Bodies Ritu Suhas, Municipal Commissioner Lucknow Inderjit Singh and other officials were present in the meeting.
